PREAMBLE The Los Santos Police Department, also known as LSPD, is the police department of the city of Los Santos, San Andreas. With 10,023 officers and 2,879 civilian staff, it is the second-largest local law enforcement agency in the United States, after the Liberty City Police Department and the Vice City Police Department. Headquarters This is the headquarters of the Los Santos Police Department, the base of operations. This is where all of the department vehicles are located, mostly at the Police Department Garage right beside the main building. This is also the location of department reassignments.
Garage The picture on the right is the garage interior and is where most of department’s vehicles are located, the main department arrest point, and where reassignments take place.
The picture on the left is the garage exterior is the station of the garage it is guarded by two police officers and a steel gate, the actual garage is underground. It also has a impound area for violated vehicles. Headquarters Roof The roof of our headquarters gives a good view around the building, and it houses two Eurocopter AS350's and an arrest point.

The headquarters and its garage is located next to the LSPD Building, Pershing Square, Los Santos.
II. RANKS Ranks in the Los Santos Police Department are important because it is the basis of the chain of command. All personnel should respect their higher-ranking staff. Enlistees Cadet A cadet is the probationary officer in the Los Santos Police Department. They are to be trained in the Los Santos Police Academy with field training operations with a training officer, kept as a cadet for at least two days. The cadet’s aptitude and skill in the field will be evaluated by their training officer and will be decided if they will be promoted.
Permissions: Must adhere to what officers and above instruct them. Must wear the correct uniform at all times. May use Impound Tow Trucks. May patrol as a passenger with an officer or above. May not arrest suspects without permission from a sergeant or above. May not drive cruisers alone. May not use the Department Radio without permission from a sergeant or above. Unless if the current situation is dire. Unless if they are the only staff in-town (( online )). Must not go off-duty whatsoever without permission from a sergeant or above. Unless if they are the only staff in-town (( online )).
Officer An officer is qualified for all situations and have shown their capability of policing abilities, teamwork and co-operation, and able to follow orders.

Permissions: Must adhere to what sergeants and above instruct them. May use a City Patrol Cruiser. May join the Traffic Enforcement, RAMPART and Field Training Operations. May use the Department Radio in emergency situations. May not use the unmarked vehicles without a sergeant’s permission (unless RAMPART). May not use a High Speed Interception vehicle unless permitted by on-duty High Command (unless TED).
Officer (II) A senior officer is an elite officer and has proven their policing abilities.

Permissions: Has the abilities of an officer. May use the Department Radio. May not use the unmarked vehicles without a sergeant’s permission. May not use a High Speed Pursuit Vehicle without (Assistant) Director of Training Enforcement or a captain’s permission. Commissioned Staff Sergeant A sergeant is low-ranking commissioned staff officer in the Los Santos Police Department. They are the main commanding unit in the streets. It is not allowed to have any sergeants in the special divisions.
Examples of roles: Patrol Sergeant Training Officer II
Permissions: Has the abilities of a senior officer. Must adhere to what High Command instruct them. May call department staff reassignments. May use bean-bag rounds in their shotguns to stun targets. May deploy barricades. May deploy cones and flares. May issue a strike to enlistees for misconduct. May use the Heavy-Armoured Transport Vehicles, Supervisory Patrol Ranchers, Armoured Transport Vehicles, and Armoured Riot Control Vehicles w/ Water Cannons. May not use a High Speed Pursuit Vehicle without (Assistant) Director of Training Enforcement or a captain’s permission.
High Command Lieutenant Lieutenants is a high-ranking officer of the department, and is the director of a division.
Examples of roles: Director of a Patrol Division Director of Traffic Enforcement Director of Field Training Operations Director of RAMPART Head of Platoons
Permissions: Has the abilities of a sergeant. May use any vehicle in the department. May strike staff sergeants and below. Captain Captains has semi-control and leadership responsibilities over the entire department.
Examples of roles: Supervisor over Lieutenant Company commanders
Permissions: Has the abilities of a lieutenant. May recruit, discharge, promote, and demote lieutenants and below.
Chief of Police The Chief of Police has been assigned to lead the Los Santos Police Department, and takes charge of the of the entire department.
Permissions: Complete access.
III. ORGANIZATION Divisions Traffic Enforcement Division Traffic Enforcement Division, also known as TED, consists of the most elite drivers and pilots with in the department. Whenever there is a high speed pursuit or a suspect tries to escape by air, Traffic Enforcement is called to the scene. Their tasks as skilled drivers tasked on high-risk pursuits are as follows, patrolling the city of Los Santos to uphold the law in high-speed pursuit vehicles and police motorbikes, conduct, assist, and leading pursuits with suspected criminals in high-speed pursuit vehicles, maintaining a birds-eye visual over the city of Los Santos in Eurocopter AS350s or "Squirrels", responding to critical situations and backup calls very quickly. Field Training Operations Field Training Operations, also known as FTO, is designed to provide the department with fresh recruits and personnel with the most up-to-date training routines. They oversee all training activities for candidates seeking employment as an officer or routinely post new training sessions for the entire department. Their tasks are as follows, training and recruiting new candidates to become officers and arranging department-wide trainings.
Equipment Kevlar Bulletproof Vest All on-duty personnel must wear this armour at all times (unless investigating undercover), as it protects the wearer from small arms projectiles and physical impacts.

Handcuffs Handcuffs are used to restrain an individual's wrists close together, preventing the criminal / suspect to escape police custody.
Designation: Model 710C High Security (( How to access: These can be accessed at all times )) Taser Tasers (or tazers) are electroshock weapons designed to disrupt the control of the target's muscles temporarily, to give time to the officer to handcuff the suspect and put them in police custody. It is the one of the most commonly-used weapons used by law-enforcement to stop crime.
Designation: Model X26 (( How to access: This can be accessed at all times )) (( For more information: click here. )) Bean-bag Rounds These rounds are specifically designed to disable targets by inflicting least damage and maximum pain.
Designation: Model 2581 Super-Sock Permissions: Sergeants or higher (( How to access: These can be accessed at all times )) Megaphone This sound-amplifying device is used to shout out orders for a vehicle pullover or a large crowd.
Designation: Model 12 "Aiden" Police (( How to access: This can be accessed at all times )) Radio This two-way radio is essential to communicate with other officers in the field. Can access two frequencies; Local Radio (( /r )) and Department Radio (( /d )).
Designation: ICOM F9011S 05 (( How to access: This can be accessed at all times )) Nitestick This melee weapon can be used to fend off any physical attackers from its wielder.
Designation: Model 45 w/ Rubber Grip (( How to access: This can be accessed through /locker )) Pepper Spray This aerosol weapon can be used to for self-defense and/or to control riots.
Designation: SABRE Model BG-M120L-NH (( How to access: This can be accessed through /locker )) Smoke Grenade This aerosol weapon can be used to signal a position and/or to control riots.
Designation: ALSG 972 White (( How to access: This can be accessed through /locker )) Desert Eagle This compact but powerful handgun is used by all police officers to kill any threatening criminals quickly, it has a slow rate of fire but a devastating effect on target.
Other names: "Deagle" Designation: SIG Sauer P226R (( How to access: This can be accessed through /locker )) Shotgun This standard shotgun is used to fight any criminal easily and calmly, it is cheap and easy to use. Although its system is pump-action, it can do a great deal of damage to a wide area.

Other names: "MP5" Designation: Heckler & Koch MP5A2 (( How to access: This can be accessed through /locker )) M4 The M4 assault rifle has very good range, accuracy, and damage, plus a healthy magazine. It is used for raids or/and when an individual is in serious danger.

This weapon is designed for close-quarters combat, and is very dangerous.

Permission may be overridden by a Lieutenant or higher. Vehicles City Patrol Cruiser This is the main patrol cruiser used by the Los Santos Police Department.
Model: Ford Crown Victoria Police Interceptor Quantity: 13 Permissions: Cadets are not allowed to use this vehicle alone, unless patrolling with another officer. Officers or higher are allowed to use this vehicle. Impound Towtruck This is the standard cadet vehicle, it is used to transport and impound illegally parked vehicles.
Model: 3rd generation Chevy C/K Quantity: 4 Permissions: All personnel are allowed to use this vehicle. Supervisory Patrol Rancher This is the off-road rancher. It's upgraded engine and front-wheel drive system (FWD) provides a faster acceleration than the City Patrol Cruiser to quickly drive to a problem that need administrative attention.
Model: GMT900 Quantity: 3 Permissions: Sergeants higher are allowed to use this vehicle. High Command Patrol Cruiser This vehicle is used to observe the department's general duties.
Model: Dodge Diplomat Quantity: 2 Permissions: Lieutenants or higher are allowed to use this vehicle. Police Maverick This helicopter is used to provide coverage of a suspect's location and aerial firepower. It is also used to transport high-risk suspects from point A to point B in quick succession.
Model: Eurocopter AS350 Quantity: 2 Permissions: Officers or higher are allowed to use this vehicle. City Patrol Motorcycle This motorbike is used to do traffic stops and to go from point A to point B in quick succession.
Model: Kz1000 Quantity: 8 Permissions: Traffic Enforcement Officers and sergeants are allowed to use this vehicle. Permission can be overridden by sergeants. Armoured Transport Vehicle This vehicle is used to transport officers to a tactical raid (( and has the ability to transport with officers on-top )).
Model: Cadillac Gage Ranger Quantity: 2 Permissions: Senior Officers or higher are allowed to use this vehicle. Permission can be overridden by sergeants. Enforcer This vehicle is used to transport very high-risk suspects to their maximums-security prison and also used for transport elite officers into dangerous situations.
Model: CLASSIFIED Quantity: 1 Permissions: Senior Officers or higher are allowed to use this vehicle. Permission can be overridden by sergeants. Armoured Riot Control Vehicle This vehicle is control riots by shooting water to harass the crowd.

V. COMMUNICATION Communication in the Los Santos Police Department is very important because it allows officers to change their tactics to the environment around them quickly and efficiently. Let's say your callsign is PD-BRAVO-32, which indicates that you are in 1st Patrol Division shown by the BRAVO call. You will be talking in the Local Radio, so the term PD- will not be needed. You will say: BRAVO-32, 10-8C.
But what if you weren't in 1st Patrol Division, and you were in Traffic Enforcement where the main call is DAVID? You would simply say: DAVID-7, 10-8T.
Every now and then a sergeants or someone of higher rank will announce a status check also known as a 11-52. Which means that you must report whatever you are doing to the radio. At Idlewood waiting for a suspect? Report your callsign, status, and location (location not needed if off-duty); like this: BRAVO-26, 10-8C, 20' Idlewood.
Transporting a suspect code-named Beacon Fifteen to Police Department Headquarters? Report this: BRAVO-26, 10-8, 15’ B15, 76' PDHQ.
Relaxing off-duty? Report this: BRAVO-26, 10-6. VI. GANGS & STREET CRIME Notable Neighbourhoods The following neighbourhoods are Los Santos' most dangerous, all officers are hereby to proceed in these districts with extreme vigilance. Jefferson Jefferson, or commonly referred to as Jeff, holds Los Santos' most dangerous gang, Asesinos Loco. This area is known for it's abnormally high officer death rates, if an officer enters the area; they will most likely be shot. All personnel are advised to not enter this area, unless it is the area of a police raid. Nearby Precincts: NONE Idlewood Idlewood, or commonly referred to as and not limited to Pizza, Pizza Stack, Idlestack, is Los Santos' most populated area, the rate of officer death is second to those in Jefferson, but the high population density makes up for quick deaths for personnel. This area is recommended for large teams of officers to patrol, but not recommended for small teams.
Nearby Precincts: PRECINCT 13 Grove Street Grove Street, or commonly referred to as Grove, is the center of the gang Grove Street Families. This area is somewhat lightly populated with armed gang members but not too much for a single team of officers to handle. It is recommended for personnel to patrol within this area frequently.
Nearby Precincts: NONE Known Dangerous Gangs Grove Street Families Grove Street Families are an afro-american street-based gang that typically wear green colours (such as jackets, trainers, balaclavas). They are usually caught carrying illegal items ranging from narcotics to weaponry. Grove St. are known for their notorious background of original gang culture in the Los Santos jurisdiction and their growing hate for the opposing enemy known as 'Ballas', another afro-american street gang that wears Purple. Asesinos Loco Asesinos Loco are a Mexican street-based gang that are seen wearing either shirts or long Tees with the usual colours of Blue and white (or black, preferably white). They are often carrying illegal narcotics and heavy military grade weaponry such as M4A1s, Sniper Rifles, Desert Eagles and a whole lot more. Their reputation in Los Santos is known as the most feared and deadliest gang because of it's strength and popularity throughout the city; they help no one but themselves and often help out with the drugs distribution of the 'Shottas' gang. | |
